YES if GACA, the airport operator, or at least two major outlets (AP, Reuters, AFP, Bloomberg) report that all commercial flight operations at King Khalid International Airport (RUH) were suspended for a continuous period of 24 hours or more starting between 11 Oct and 31 Oct 2026 (UTC). Suspensions of single airlines or terminals do not count. NO otherwise.
