Criteria

YES if there is any window of 14 consecutive UTC days within 11 Oct - 30 Nov 2026 in which no strike on a Russian oil refinery is reported as carried out by Ukraine by Ukraine's General Staff, the Ukrainian president, or at least two major outlets (Reuters, AP, AFP, Bloomberg, Kyiv Independent, Moscow Times). Strikes on depots, pumping stations or terminals do not count. NO otherwise.
