YES if between 10 Oct and 20 Nov 2026 the Kremlin, Russia's president or its foreign ministry publicly states that Russia will stop (or has stopped) striking Ukraine's energy infrastructure as part of a reciprocal arrangement with Ukraine, as reported by two major wire services. Statements by third parties (for example the US president) that both sides agreed do not count without Russia's own confirmation. Otherwise NO.
