Energy worsened again: the Hormuz recovery stalled and tanker attacks reached waters off Qatar, while Ukraine hit Russia's largest refinery 2,500 km from the border and a hurricane temporarily took out nearly two-thirds of US Gulf output. This is offset by a political signal: Trump publicly committed not to strike Iran before 3 November. The pledge is tied to an election and therefore fragile; the blockade and a third carrier's deployment continue.
