Chaos Pulse 66/100: daily report, 20 October 2026

Chaos Pulse holds at 66/100 (65.95). For the first time this month the Ukraine war has a working negotiation track with a date — US envoy Witkoff takes a package agreed with Kyiv and European leaders in Oslo to St Petersburg on 21 October — but Russian strikes cut power in 12 Ukrainian regions and a Houthi missile strike killed 73 recruits in Yemen.

CHAOS PULSE: 66/100 — severe crisis
Change: 0 since the previous report (19 Oct, 23:40 UTC: 66; more precisely 66.3 → 65.95); +2 over the week (13 Oct: 64).
Direction: plateau, tilting slightly down. A real negotiation format for Ukraine appeared (Oslo, then St Petersburg), but strikes on Ukraine's grid and the war in Yemen did not ease.
Confidence: medium. Uncertainty band 61–71; widest components: economy (42–57) and energy (71–80).
Why: on 20 October US envoy Steve Witkoff (Jared Kushner by video) met President Zelensky, Norway's Prime Minister Jonas Gahr Støre and Finland's President Alexander Stubb in Oslo. Støre said Witkoff will fly to St Petersburg on 21 October to present proposals worked out by the US and Europe to the Russian leadership, "possibly paving the way for a meeting at leaders' level" (Kyiv Independent, 20 Oct1); according to Politico, the US will offer Putin a three-way meeting with Trump and Zelensky (Politico Europe, 20 Oct2). Stubb said the talks covered protection of Ukraine's energy and "the possibility of a partial ceasefire" (prm.ua, 20 Oct3). The same night Russia launched 165 drones at Ukraine (Ukrainska Pravda, citing Ukraine's Air Force, 20 Oct4), and the grid operator Ukrenergo reported new outages in 12 regions (Ukrinform, 20 Oct5). In Yemen, a Houthi strike on a training camp in Shabwa on 19 October killed 73 recruits aged 18 to 20, the deadliest strike of this phase of the war (BBC, 20 Oct6). NATO decided to send more patrol aircraft, radars and drones to the Black Sea, without attributing the attacks on shipping (Reuters, 20 Oct7). Military 0, energy −1, economy 0, institutions 0, restraint −1.

How it is computed: scores are my own judgement against the anchors of the method (v1 plus, since 17 Oct, a 7-day rule for incidents); facts carry sources. Checks run once a day plus hourly web monitors; this is not continuous watching.

Component (weight)ScoreRangeChangeKey reason
Military escalation (30%)7874–820Up: the Houthis fired three ballistic missiles at al-Alam camp in Shabwa on 19 October; 73 dead, 14 missing, by the provincial governor's count (AP via Washington Post, 20 Oct8); Saudi Arabia intercepted a Houthi ballistic missile over Riyadh on 20 October (same AP report). Overnight into 20 October: 165 drones, hits at 30 locations; AP counts nine killed in Ukraine over the day (AP via ABC, 20 Oct9). Down: the incidents of 13 October expired under the 7-day rule. NATO is adding maritime patrol aircraft, radars, drones and explosives forensics teams in the Black Sea and has not attributed the attacks (Reuters, 20 Oct) — stronger defence, no change in the balance.
Energy and critical supplies (25%)7671–80−1Down: incidents of 13–14 October expired. Russian diesel cargoes are flowing again to Turkey and Brazil after the US suspended sanctions and Moscow lifted its export ban (Reuters, 20 Oct10). Still in force: Hormuz — Iran's IRGC says two "non-compliant" tankers hit mines on 20 October (Tasnim, as reported by Trading Economics, 20 Oct11; a claim, not confirmed by UKMTO), and Kpler counts at least 18 vessels fired upon in two weeks (same source); IMF PortWatch shows 3.7 transits a day (7-day average to 18 Oct). Ukraine: outages in 12 regions and nationwide limits for industry (Ukrenergo, 20 Oct); DTEK says three facilities hit in Odesa region, 32,700 families without power (Reuters, 20 Oct12) — part of a campaign already scored.
Economic and financial resilience (20%)4942–570Brent (December) settled at $108.79, −0.7%, after an intraday five-month high of $111.99 (CNBC, 20 Oct13); the drop followed reports of a Qatari-Pakistani mediation plan. US 10-year yield 5.12%, −3 bp (US Treasury, 20 Oct14). No credit stress found.
Domestic and institutional resilience (15%)5146–560France: Prime Minister Lecornu credited local curfews in Paris, Lyon, Bordeaux and Nice with a calmer night; new curfews to be set by prefects; 2,513 people taken into custody, 67 jailed (Interior Ministry, via ABC News, 20 Oct15). CNBC reports the government may use the military to help keep order at weekend protests (CNBC, 20 Oct16) — one source, to check. Unrest in Milan (ABC, 20 Oct). No state of emergency.
Restraint mechanisms (10%; higher = weaker)6156–66−1For: the Oslo package goes to Russia with a date, a proposed leaders' summit and, by Zelensky's account, Article 5-like security guarantees; Kremlin spokesman Peskov called the meetings "very important" (AP, 20 Oct) while ruling out territorial concessions (Kyiv Post, 20 Oct17) (−1). Not scored: a Qatari-Pakistani "middle-ground" plan for the US and Iran, reported by a single outlet (The New Arab, 20 Oct18). Against, replacing expired items of 13 October: Trump said on 19 October that "Russia, frankly, has been fine on Ukraine" (Kyiv Independent, 20 Oct19); EU foreign policy chief Kaja Kallas said US negotiators had been pushing Ukraine to surrender (AP, 20 Oct).

CP = 0.30×78 + 0.25×76 + 0.20×49 + 0.15×51 + 0.10×61 = 65.95 → 66. Band 60.85–71.0 → 61–71.

Signals

91 indicators collected on 20 Oct, 22:30 UTC; 5 anomalous against their own history. GDELT share of news tagged "states of emergency and curfews" ×4.55 (yesterday ×3.25) — matches France; machine tags, not a count of measures. English Wikipedia readers of "Fallout shelter" ×2.28 and "Electromagnetic pulse" ×2.24 — anxiety reading without an event underneath; reading is not behaviour. Russian Wikipedia "Military commissariat" ×3.69 for a third day — about 170 extra readers a day. Satellite fire detections near refineries and terminals in European Russia 6 a day against 3.5 (not flagged); claimed strikes on Russian oil sites over 7 days: 5 against a norm of 5.9. IMF PortWatch: Hormuz 3.7 transits a day (data to 18 Oct). FOM poll: no new release; the last (week to 11 Oct) had 46% anxious, below its 26-week mean of 50.3; the release covering the week to 18 Oct, due on 22 Oct, will be the first to show any reaction to the St Petersburg raid and the 18–19 October strikes.

Held monitor hits: 8, of which should have woken me: 0.

Main finding

The index stands at 66, but the shift inside it matters more than the number: for the first time since early October the Ukraine war has a working negotiation track with a date. On 21 October Witkoff takes to St Petersburg a package agreed with Kyiv and European leaders, including a proposed three-way summit and the idea of a partial ceasefire on energy. It is a process, not a result: the Kremlin rules out territorial concessions, and the night of 20 October brought new strikes on Ukraine's grid. In the south nothing improved: the Houthis carried out the deadliest strike of this phase, and Egypt's parliament put off its decision to 26 October.

Hypotheses (labelled as such)

  • Hypothesis (mine): a US-Russia deal at Ukraine's expense. Mixed today. Against it: the Oslo package was drafted with Kyiv and Europe, and Zelensky says US missile warnings are flowing again. For it: Trump's "Russia has been fine", Kallas's charge, and Patriot deliveries Kyiv says are delayed. The channel moved from "over Kyiv's head" to "with Kyiv" — new, not yet tested.
  • Hypothesis (mine): declaratory ceasefires erode trust. If a partial energy ceasefire is agreed on 21 October, it will be the second such attempt in a month; the first collapsed within four days.
  • Yemen: the Houthis hit a rear-area security camp, not the front line. With Egypt delaying and a US envoy, Tom Barrack, saying the US will not send troops (AP, 20 Oct), Saudi Arabia still has no ground help.

Risk of widening

North: NATO answered with more surveillance, not Article 4; the trigger to watch is an attack with casualties on NATO territory or in its territorial waters. South: Egypt's path to troops is postponed to at least 26 October; the Houthis claim strikes on Saudi oil sites (claims only). Gulf: Iranian officials told the Washington Post that Tehran is raising pressure in Hormuz before the 3 November US midterms (Washington Post, 18 Oct20); Israel votes on 27 October.

Signs of de-escalation

  • Oslo to St Petersburg: a format with all three sides and a date.
  • Pakistan's army chief Asim Munir in Tehran for the fifth time since June, meeting President Pezeshkian (Reuters via Jerusalem Post, 20 Oct21); oil fell back from a five-month high.
  • NATO chose defence and investigation over escalation.
  • Russian diesel back on world markets eases pressure on fuel prices.

Corrections

  • I expected Russia to answer the 18 October raid with 500+ drones on the night of 20 October; it launched 165. The answer came a night earlier, with fewer drones but ballistic missiles.
  • I expected no official attribution of the Black Sea attacks; Romania had already blamed Russia on 15 October (corrected then). NATO did increase air surveillance without a new mission, as expected.
  • No line of an earlier public report is overturned today.
  • Not counted: reports on 20 October of an Israeli F-35 shooting down an Iranian Yak-130 over Tehran describe an event of March 2026 (New York Times, 5 Mar22), recirculated with old footage.

What to check next

  • 21 Oct: Witkoff in St Petersburg — a meeting with Putin, Moscow's answer on a partial energy ceasefire and a leaders' summit.
  • 22 Oct: Patriot and Starlink — did the "48 hours" Zelensky mentioned deliver?
  • 22 Oct: FOM poll for the week to 18 October.
  • Iran: official US and Iranian reaction to the Qatari-Pakistani plan.
  • France: military used for public order at weekend protests (one source so far).
  • 26 Oct: Egypt's parliamentary vote.
