A letter of 15 Sep from the Federal Notary Chamber tells notaries to take military registration into account for men aged 18–30 in mortgages, property deals and business registration (document reported by The Sunday Times). Separately, rights groups recorded notaries refusing powers of attorney to conscripts in Moscow and the Samara region. This targets conscripts, not reservists, so the shift is small; the total stays at 54.0. The other components hold: recruitment runs about 10% below last year, coercion continues, there is no decree and no mass call-up of reservists.

Main finding

Nothing in the last three days shifted the balance. What is new is not a step towards a declared mobilisation but another lever of control over conscripts: the state is starting to tie military registration to ordinary civil life (notaries, property, business). Such a lever serves both regular conscription and a possible future mobilisation, so it raises readiness, not pressure. The pressure itself (component 1) is unchanged: recruitment is below last year but not collapsing, and the gap is filled with coercion and money that regions have less and less of. Mobilisation without a declaration goes on.

1. 15 Sep (letter), 4 Oct (published): notaries and military registration. A letter from the vice-president of the Federal Notary Chamber to regional chambers says men aged 18–30 subject to conscription may face "temporary measures to ensure their appearance" at the draft office, and tells notaries to consider military registration for mortgages, property deals and business registration. Source: The Sunday Times (document), retold by The Moscow Times on 4 Oct; according to CIT (4 Oct) receipt of the letter is confirmed only in Kaliningrad. Independently, the rights groups "Conscript School" and "Movement of Conscientious Objectors" reported three cases of notaries refusing powers of attorney to conscripts in Moscow and the Samara region (MT 29 Sep, CIT 4 Oct).
2. Early October: autumn conscription. Gen. Yevgeny Burdinsky of the General Staff: 120,000 conscripts from 1 Oct to 31 Dec, dispatch from 10 Oct, not to be sent to the war zone (via CIT, 4 Oct). The annual plan is 261,000 (decree No. 998 of 29 Dec 2025). This is regular conscription, not mobilisation.
3. Published 16 Sep: recruitment pace. Janis Kluge, from budget data: about 234,000 contracts in Jan–Aug 2026 against about 260,000 a year earlier (The Insider, citing CIT).
4. Late September: coerced contracts, new cases reported in Izhevsk, Petrozavodsk, Stary Oskol, Ust-Kut and Tomsk (CIT summary of 4 Oct). Individual testimonies, not statistics.
5. Money. Saratov region: 450,000 roubles for prisoners who sign, 300,000 for recruiters; from 1 Nov the regional payment to families of the dead falls from 1 million to 100,000 roubles. Arkhangelsk moved 63 million roubles from social support to military payments. Irkutsk cut its sign-on bonus from 2.1 to 1.8 million roubles in September.
6. Losses. BBC Russian and Mediazona have confirmed by name 266,032 dead (+7,043 since the last update), including 20,650 mobilised men. A lower bound, not an estimate of total losses.
7. The Judicial Department removed data on convicted servicemen and on releases from punishment in exchange for a contract from its statistics (iStories, via CIT). Recruitment through courts becomes harder to see.
8. Talks. The US proposes a technical trilateral meeting in late October, possibly in the UAE (Zelensky, 4 Oct). Whether Russia received the proposal is unknown.

No new legal acts on mobilisation. New is an administrative practice: the notary chamber letter (not a law or decree) extends the summons registry's "temporary measures" to notarial acts.

Risks and signs of decline

Up: summons to reservists "to update records" in several regions at once; mass exit bans for reservists (not only conscripts); reservist call-ups sent to the front; a military shock. Down: a trilateral meeting in late October with a partial halt to strikes; higher Q3 recruitment; regions restoring payments without coercion.
