Chaos Pulse 64/100: daily report, 11 October 2026
Chaos Pulse holds at 64/100, but restraint weakens. Trump's announced Russia–Ukraine "energy ceasefire" was not confirmed by Moscow, and Russia struck power plants in Kharkiv and Kyiv within hours. Iran calls the US reply on Hormuz insufficient and says it is no longer responding. The 10 October strike on Riyadh airport killed 12 and wounded 309, and a third Yandex data centre was shut down.

CHAOS PULSE: 64/100 — severe crisis
Change: 0 since the previous report (weekly, 10 Oct, 23:20 UTC); +3 over the week (5 Oct: 61).
Direction: no material change overall; underneath, restraint and internal resilience got worse. There is no ceasefire.
Confidence: medium. Uncertainty band 59–69; widest components: economy (44–60) and energy (68–77).
Why: the main event of the day is President Trump's claim that Russia and Ukraine agreed an "energy ceasefire". Kyiv said it learned of it from the news and would comply if Russia does; Moscow did not confirm, and within hours Russia struck the Kharkiv CHP-5 power plant and a power facility in Kyiv (ABC News, 11 Oct1; Kyiv Independent, 11 Oct2). Iran's security chief called the US reply on reopening Hormuz "insufficient" and said Iran is "no longer in the process of responding" (Reuters via Internazionale, 11 Oct3). The 10 October strike on Riyadh airport was the deadliest attack on a Gulf Arab state since the Iran war began: 12 killed, 309 injured. A third Yandex data centre was shut down. Restraint +1, internal resilience +1; the index computes to 64.0.
Scores are the author's judgement against fixed anchors (method v1, unchanged); facts carry sources below. Checks: a daily report at 23:15 UTC (Mon–Sat), a weekly one on Sunday (Bangkok time), plus hourly web monitors. This is not continuous watching. This is an analytical index, not a probability of war and not proof of any coordination.
| Component (weight) | Score | Range | Change | Key reason |
|---|---|---|---|---|
| 1. Military escalation (30%) | 73 | 69–77 | 0 | The Riyadh airport strike was already counted on 10 Oct (+1). New is its scale: 12 dead and 309 injured, per Saudi civil aviation authority GACA (Arab News, 11 Oct4), the deadliest in a Gulf Arab state since the Iran war began (AP); on 11 Oct a projectile hit the same terminal again (AP via Yahoo, 11 Oct5). Trump says the US "may" join strikes on the Houthis; a US citizen was among the dead. US Central Command says a US jet disabled the cargo ship Ocean Molica in the Gulf of Oman as it tried to breach the blockade of Iran (10 Oct). No score change: these are developments of events already counted; the next step up would be actual US strikes. |
| 2. Energy and supplies (25%) | 73 | 68–77 | 0 | Hormuz: UKMTO warning 164-26 (11 Oct), an outbound tanker hit by a projectile, crew safe; another tanker hit hours earlier (Reuters via GMA, 11 Oct6; Shafaq, 11 Oct7). Ukraine: strikes on power plants in Kharkiv and Kyiv; emergency outages in four Kyiv districts (Ukrinform, 11 Oct8). Down: Hurricane Isaias shut in up to 63–72% of Gulf of Mexico oil output but spared the major refineries, and the US approved an emergency crude exchange from its reserve. Net: unchanged. |
| 3. Economy and finance (20%) | 52 | 44–60 | 0 | No new grounds. Brent closed the week near $104, up about 2% (Trading Economics, a CFD quote); UBS raised its December Brent forecast to $100 (exchangerates.org.uk, 11 Oct9). Waiting for US CPI (14 Oct) and the IMF WEO. |
| 4. Internal resilience (15%) | 49 | 44–54 | +1 | A new consequence: Yandex says its Vladimir data centre was "completely shut down" after a drone attack damaged its infrastructure (Reuters via WTAQ, 11 Oct10); Yandex Cloud is in "emergency mode" and advises clients to switch to disaster-recovery plans (3DNews, 11 Oct11); taxi, payments and music services failed across Russia and some neighbouring countries (Kyiv Independent, 11 Oct12). This is now a failure of mass civilian services, not of one site. Kyiv is on emergency outages; Riyadh's main airport is closed for a second day. |
| 5. Restraint (10%; higher = weaker) | 61 | 56–67 | +1 | Weaker: the "energy ceasefire" was announced only by Trump; Kyiv agreed conditionally, Moscow had not commented by report time, and strikes on Ukraine's grid continued within hours (BBC, 11 Oct13). Iran stopped responding to the US and, per AP, warned of attacks on regional data centres and cables if fighting intensifies (AP via US News, 11 Oct14). Stronger: the Houthis said they are ready for reciprocal measures to keep airports and ports out of the fighting (CGTN, 11 Oct15); per a New York Times report (via RBC-Ukraine16), US envoys offered Russia economic incentives for a limited ceasefire. |
Chaos Pulse = 0.30×73 + 0.25×73 + 0.20×52 + 0.15×49 + 0.10×61 = 21.9 + 18.25 + 10.4 + 7.35 + 6.1 = 64.0 → 64.
Band: 0.30×69 + 0.25×68 + 0.20×44 + 0.15×44 + 0.10×56 = 58.7 → 59; 0.30×77 + 0.25×77 + 0.20×60 + 0.15×54 + 0.10×67 = 69.15 → 69.
What would bring the index down (checklist):
- Military ↓ on a US–Iran deal or a Yemen truce: no. Iran stopped its exchange of replies; Saudi-led and Houthi forces keep striking each other's airports.
- Energy ↓ if Hormuz really reopens and Russia–Ukraine energy strikes stop: no. The truce is unconfirmed by Moscow and was broken the same day; more tankers were hit.
- Economy ↓ if the IMF WEO shows no spillover: waiting (12–18 Oct).
- Institutions ↓ if Yandex services and Kyiv's power recover: no, both are in emergency mode.
- Restraint ↓ if the Kremlin confirms the energy truce and strikes stop: not at report time.
Signals
Collected 11 Oct, 22:30 UTC: 85 indicators, 3 anomalies.
- GDELT "states of emergency and curfews": ×6.75 (0.716% of news vs 0.106%), the fifth day of growth (×2.1 → 3.6 → 5.35 → 5.88 → 6.75). "Power outages" ×5.38, "evacuations" ×3.21. Machine-tagged media attention; matches Kyiv, Riyadh, Yemen and the Florida hurricane. Feeds institutions and energy; does not move a score by itself.
- Yandex Cloud's official status page: two open incidents, "zones unavailable" (22 h) and a power disruption in one availability zone (96 h). Independent evidence the outage is lasting, not fixed.
- Claimed strikes on Russian oil sites (Telegram claims): 8 sites in 7 days vs a norm of 6.6; 3 on 10 Oct vs 1.5. Whether Ukraine pauses after the truce claim will show in a day or two. Posts about data centres on 11 Oct: 33, against a norm of 0–2.
- Kyiv (IODA): 101% of its 7-day norm on 11 Oct; generators and batteries hide outages, no network dip visible.
- Telegram: the share of energy posts is above norm in official Iranian channels (15% vs 8%) and "axis" media (10% vs 5%), matching Iran's threats to regional energy. The baseline is still only 6 days.
- UKMTO: warning number 164-26 on 11 Oct; since 1 Oct about 1.7 products a day vs 0.72 before. This counts all UKMTO products, not only Hormuz attacks.
- IMF PortWatch still ends on 4 Oct; for Hormuz traffic this report relies on Kpler.
What the signals do not prove: GDELT and Wikipedia measure attention, not decisions; Telegram claims are not confirmed strikes; IODA sees networks, not people.
1. Main finding
The index holds at 64, but under the flat number the brakes are weakening. A US attempt to stop the energy war by declaration failed the same day: Moscow stayed silent and struck power plants in Kharkiv and Kyiv. Iran stepped out of its exchange with Washington over Hormuz and threatened to widen its target list to data centres and cables. The Yemen front turned deadlier, with the worst attack on a Gulf state in the whole war and an American among the dead, which gives Washington a direct reason to intervene. In Russia, the largest tech company has lost three data centres in four days.
2. Significant new events
- The "energy ceasefire". Trump on Truth Social (11 Oct): "Effective immediately, there is an ENERGY CEASEFIRE in the War between Russia and Ukraine. Both parties have agreed." Zelensky told Axios it was "news" to him; Ukraine is ready not to strike Russian energy if Russia does the same (BBC, 11 Oct17). The Kremlin had not commented by report time. After the post, Ukrainian officials reported at least two hits on Kharkiv's CHP-5 and a fire, a drone strike on a Kyiv power facility and emergency outages (ABC News18; Kyiv Independent19, 11 Oct). Zelensky says Russia carried out more than 200 strikes on power facilities and 17 on oil and gas sites in a week (a party's claim). It is the second such announcement without Moscow's confirmation (the first was on 14 Sep).
- What is on the table. The New York Times (via Ukrainska Pravda, 10 Oct20): US envoys offered Russia unfrozen assets, a Lukoil-related deal and resumed Belarusian potash exports for a limited energy or maritime ceasefire (anonymous sources, one outlet). Zelensky says Ukraine could hold elections only after a full 60-day ceasefire.
- Iran–US. Mohsen Rezaei, secretary of Iran's Supreme National Security Council: the US accepted some of Iran's seven conditions for reopening Hormuz but the reply is "insufficient", and Iran is "no longer in the process of responding" (Reuters, AP, 11 Oct).
- Hormuz and the Gulf of Oman. UKMTO, 11 Oct: an outbound tanker struck on the port side by an unknown projectile, crew safe; another tanker reported hit hours earlier. US Central Command, 10 Oct: a US jet disabled the Ocean Molica after it left an Iranian port and ignored warnings (via Shafaq21). Attribution of the tanker strikes is not established.
- Saudi Arabia and the Houthis. GACA: the 10 Oct strike on the terminal 3–4 complex killed 12 people of nine nationalities, including a US citizen, and injured 309 (Gulf News, 11 Oct22). The airport stayed closed on 11 Oct (Airways, 11 Oct23), and a projectile hit the same terminal again. The Saudi-led coalition blames the Houthis, calls the strike a war crime and promises a "decisive" response; per AP the Houthis claimed both attacks. Houthi media report Saudi-led strikes on Sanaa airport and areas near Bab el-Mandeb. The Houthis warn airlines away from Saudi airports except Mecca and Medina, while saying they are ready for reciprocal measures to spare airports and ports.
- Russia: data centres. Vladimir, 11 Oct: Yandex says drone damage forced a complete shutdown of its data centre; no injuries (RIA24; Reuters). The third in four days after Sasovo (8 Oct) and Kaluga (9 Oct). On 10 Oct Yandex added drone and missile attacks to force majeure in its user terms (Kyiv Independent). Ukraine has not officially claimed the Vladimir strike.
- Ukraine. Zaporizhzhia, 10 Oct: 23 killed in a strike on an apartment building, per Ukraine's emergency service (Ukrainska Pravda, 11 Oct25). Kharkiv suburbs, 11 Oct: three killed in a strike on a grocery store (regional governor via Kyiv Independent).
- Hurricane Isaias. Gulf of Mexico oil shut-ins peaked at 63–72% (federal data via AP and Reuters, 9 Oct). Landfall near Destin on 10 Oct as a Category 2 storm; the major refineries were spared; about 830,000 customers lost power (Stephen Innes, 10 Oct26). The US approved an emergency crude exchange from the strategic reserve (WDSU, 11 Oct).
3. Links and hypotheses
- Ceasefire by declaration. Washington announces, Kyiv agrees conditionally, Moscow stays silent and keeps striking. Russia already has a diesel licence and reported offers on assets without taking on obligations. Coinciding interests (H4): weak plus; the bargaining runs between Washington and Moscow. Loss of control (H5): plus; an announcement the other side does not confirm erodes trust in the channel itself. Deliberate escalation (H2): plus; strikes on energy continue at their previous pace.
- Hormuz talks stall. Iran records partial acceptance but steps out of the exchange, three weeks before the US midterms. Hypothesis (H3, unproven): the timing is pressure ahead of 3 Nov. Iran's threat to data centres and cables names the same class of targets that Russia and Ukraine already hit: digital infrastructure is becoming a shared target across wars. That is an observation, not evidence of coordination; the common-design hypothesis (H1) is not supported.
- Yemen → US. A US citizen's death gives Washington a direct reason to act; AP notes that US intervention could prompt the Houthis to halt shipping through Bab el-Mandeb, the main Hormuz bypass. This is the shortest visible chain to a new energy shock.
- Markets (H6): the hurricane and reserve releases smooth the price (Brent near $104) while Middle East physical losses have not shrunk.
4. Risk of wider war
Rising along two lines: US–Houthi (Trump says a decision will come "very quickly") and Hormuz (Iran out of the exchange, tanker strikes continuing, the US enforcing its blockade by force). No direct clash between major powers. Moldova reported an unidentified drone exploding on its territory (one report, details unverified). NATO's Steadfast Noon exercise starts 13 Oct (scheduled).
5. Signs of de-escalation
- Ukraine publicly agrees to stop strikes on Russian energy if Russia reciprocates (Zelensky, 11 Oct).
- The Houthis offer reciprocal measures to spare airports and ports (via CGTN, 10 Oct); no Saudi reply.
- Iran acknowledges the US accepted some of its conditions; Qatari mediation has not formally ended.
- The hurricane missed the major US refineries.
6. Corrections
- Check c27 (hurricane): expected "partial, short shutdowns": right. Up to 72% of Gulf of Mexico output was shut in as a precaution; refineries were not hit.
- Riyadh airport: the weekly report of 10 Oct described the strike without a toll; GACA has since reported 12 dead and 309 injured. This is an update of the same event and is not scored again.
7. What to check next
- Energy truce: does the Kremlin confirm, and do strikes on energy continue on either side on 12–13 Oct?
- Riyadh airport: is it still closed at 00:00 UTC on 12 Oct (resolves forecast #21)?
- US–Houthi: Trump's decision on strikes (by 17 Oct).
- Hormuz: does the exchange via Qatar resume; any strikes on data centres or cables in the Gulf (by 18 Oct)?
- Yandex: do the cloud zones recover; any new strikes on data centres (by 15 Oct)?
8. Sources and limits
Primary and official: Trump, Truth Social (11 Oct, via BBC); Zelensky, president.gov.ua (11 Oct); GACA (10–11 Oct, via Arab News, Gulf News); the Saudi-led coalition (11 Oct); US Central Command (10 Oct, via Shafaq); UKMTO warning 164-26 (11 Oct); Yandex and Yandex Cloud (11 Oct, via RIA, Reuters); Ukraine's State Emergency Service (11 Oct); the Yandex Cloud status page (11 Oct).
Agencies and newsrooms: Reuters, AP, BBC, ABC, Axios, Politico, Kyiv Independent, Ukrainska Pravda, Ukrinform, The Moscow Times, 3DNews, CGTN (for Houthi statements), Airways (11 Oct); ISW Iran Update (10 Oct, analysis with a viewpoint); Stephen Innes (10 Oct, market commentary).
Leads only: Telegram channels; Trading Economics (CFD quotes).
Limits: the Kremlin had not commented on the truce at report time, and silence is not refusal; Kpler's Hormuz data after 7 Oct are not out yet; the tanker strikes of 10–11 Oct are not attributed; markets were closed for the weekend, so Brent's reaction to 10–11 Oct is unknown.
