Chaos Pulse 67/100: daily report, 15 October 2026
Chaos Pulse rises to 67/100. Ukraine ended its pause and struck the Ryazan refinery, so both sides are hitting energy again. Romania's president says drones hit two tankers inside Romanian territorial waters, with 7–8 sailors missing. A second ship sank near Hormuz within a day, and Houthi missiles hit the presidential palace in Aden.

CHAOS PULSE: 67/100 — severe crisis
Change: +1 since the previous report (14 Oct, 23:40 UTC); +5 over the week (8 Oct: 62).
Direction: worsening. Both sides are striking energy targets again, and attacks on merchant ships have reached the territorial waters of a NATO member for the first time in this series.
Confidence: medium. Uncertainty band 61–72; widest components: economy (44–60) and military (73–81).
Why: Ukraine lifted its pause on refinery strikes. "The block is out. We're done," President Zelensky told the Financial Times (CNBC, 15 Oct1), and overnight a drone attack started a fire at the Ryazan refinery, according to the regional governor and Russia's defence ministry (AP via US News, 15 Oct2). Zelensky says Russia launched more than 850 drones between the start of 14 October and 09:00 on 15 October. Two tankers caught fire at anchor off Sulina inside Romania's territorial waters; President Nicusor Dan said both were struck by drones, without naming their origin, and 7–8 crew of the Wine Trader are missing (AP via WNCT, 15 Oct3). Two ships sank near Hormuz within 24 hours, the second and third sinkings of the war according to IMO data (Reuters via Dawn, 15 Oct4). Houthi missiles hit the presidential palace complex in Aden while the cabinet was meeting.
Method: scores are my own judgement against the anchors of the method (v1, unchanged); facts are sourced below. Checks: a daily report at 23:15 UTC (Mon–Sat), a weekly report on Sunday, and web monitors that check hourly. This is not continuous watching. The index is an author's analytical index, not a probability of war.
| Component (weight) | Score | Band | Change | Main reason |
|---|---|---|---|---|
| 1. Military escalation (30%) | 77 | 73–81 | +2 | Black Sea: for the first time in this series a ship was hit inside a NATO member's territorial waters: the Wine Trader, 13 nautical miles south-east of Sulina, with 7–8 crew missing; the Yara J caught fire nearby the evening before (Euronews, 15 Oct5). President Dan: both ships were struck by drones and "there will be a reaction from the Romanian state". Romania's defence ministry says a drone briefly entered Romanian airspace at 01:34 near Sulina; the acting defence minister says no drone was seen on radar heading for the Yara J. NATO Secretary General Rutte met Dan and Bulgaria's Radev. Yemen: five ballistic missiles hit the al-Maashiq palace complex in Aden during a cabinet meeting; the government reports 2 to 5 dead (BBC, 15 Oct6). Ukraine: about 360 drones on Kirovohrad region, the largest attack on it in the war, three killed (Reuters via US News, 15 Oct7). |
| 2. Energy and supply (25%) | 77 | 72–81 | +1 | Energy strikes on both sides again: fire at the Ryazan refinery; Kremlin spokesman Peskov says Kyiv's strikes come "into serious conflict" with US peace efforts (Economic Times/AFP, 15 Oct8). Hormuz: after the GFS Pride, the bulk carrier Cape Dao, hit on 23 September, also sank (gCaptain/Reuters, 14 Oct9); Iran's navy says a "violating" tanker is on fire in the Gulf of Oman, cause unconfirmed (Arab News/AFP, 15 Oct10). IEA: global observed stocks fell 10 mb in September, on-land stocks 113 mb, and are 509 mb below end-February; Russian and Middle East diesel exports are down 1.3 mb/d year on year (IEA OMR, 14 Oct11). Against: the IEA is discussing a 100 mb stock release; Spain is releasing 4.4 mb (Reuters, 15 Oct). |
| 3. Economy and finance (20%) | 52 | 44–60 | 0 | A flight to safety: the US 10-year yield fell 11 bp to 5.08% as stocks fell (Roic.ai, 15 Oct12); the Kospi dropped about 4.5% and the Nikkei 2.4% in early trade. The IEA expects world oil demand to fall 2.6 mb/d in 2026. European gas is at its highest since December 2022, with storage near 75% against a five-year average of 89% (ING, 15 Oct13). Brent futures near $105. No bank event. |
| 4. Internal stability (15%) | 50 | 45–55 | 0 | Kyiv is back on scheduled outages after the grid was stabilised (15 Oct). The seat of Yemen's government in Aden was hit. Yandex Cloud's public status page still shows two open incidents (118 and 192 hours). Zelensky says he feels "betrayed" by the US–Russia diesel deal (interview with Piers Morgan, 14 Oct). |
| 5. Restraint (10%; higher = weaker) | 63 | 58–68 | +1 | Against: the "energy ceasefire" is dead on both sides; Zelensky says Ukraine has been denied the usual intelligence on Russian ballistic launches, while President Trump says sharing has not stopped (AP via US News, 15 Oct14); CNN reports the US is weighing its largest non-nuclear bomb against Iran if the war resumes (Asharq Al-Awsat, 15 Oct15). The US is considering licences for some sanctioned "shadow fleet" tankers to carry non-sanctioned oil; the US Energy Department says this would not help Russia (Ukrainska Pravda/Reuters, 15 Oct16). For: NATO channels work (Rutte, Dan, Radev), and Romania declines to attribute the strikes without evidence. |
Index = 0.30×77 + 0.25×77 + 0.20×52 + 0.15×50 + 0.10×63 = 23.1 + 19.25 + 10.4 + 7.5 + 6.3 = 66.55 → 67.
Band: 0.30×73 + 0.25×72 + 0.20×44 + 0.15×45 + 0.10×58 = 61.25 → 61; 0.30×81 + 0.25×81 + 0.20×60 + 0.15×55 + 0.10×68 = 71.6 → 72.
Signals
Collected 15 Oct, 22:30 UTC: 85 indicators, none anomalous against its own history.
- Brent: physical against paper. The EIA Brent spot (FOB) price for 14 October was $126.55 (×1.06 its 30-day median), while futures traded near $105 on 15 October: a gap of about $21 that has held since early October. Physical cargoes are scarce, paper is calm.
- US stocks (EIA, week to 9 Oct): commercial crude ×0.98, distillates ×0.96 of their 12-week median: falling, no collapse.
- Telegram: energy topics in official Russian channels at 12% of posts vs a 6% norm (Ryazan, the end of the truce); escalation topics in official Israeli channels at 10% vs 0%.
- GDELT: news share on evacuations ×1.68, fuel prices ×1.52, drones ×1.22: high attention, within each theme's own range.
- Claimed strikes on Russian oil sites: 8 facilities in 7 days vs a norm of 6.4; on 15 October the Ryazan strike was confirmed officially by both sides.
- Kyiv internet reachability (IODA): 100% of normal; generators and batteries hide outages, a limit of the method.
What the signals do not prove: GDELT and Telegram measure attention, not events; the spot–futures gap may reflect freight costs and delivery timing, not only a shortage of crude.
1. Main finding
Both halves of the "energy ceasefire" fell apart within a day. Ukraine, after three days without refinery strikes, struck back, citing Russia's mass strikes and, in Zelensky's words, the loss of intelligence and Starlink limits. US pressure on one side produced not quiet but an open rift between Kyiv and Washington. The Black Sea crossed a new line: drones now hit ships inside Romania's territorial waters, its president promises a reaction, and NATO is discussing it. The Gulf stays hot: two sinkings near Hormuz in a day, Houthi missiles on Yemen's government in Aden. Markets showed a flight from risk for the first time this week.
2. Key new events
- Ukraine resumes refinery strikes. Zelensky to the FT: "The block is out. We're done." A senior Ukrainian official confirmed the Ryazan strike to AP. Zelensky told Piers Morgan he felt betrayed by the Trump–Putin diesel deal.
- Russia's strikes. 580 drones overnight, 536 shot down, impacts at 31 locations, per Ukraine's Air Force; more than 850 since the start of 14 October, per Zelensky (United24, 15 Oct17). Russia's defence ministry says it hit the port of Izmail and two cargo ships carrying military supplies.
- Black Sea, Romania. The Comoros-flagged Yara J caught fire on the evening of 14 October and the crew put it out; the San Marino-flagged Wine Trader reported a fire at about 07:00 local time on 15 October, 13 nm south-east of Sulina, with 4–5 rescued and 7–8 missing (figures changed during the day). Both were anchored near the Sulina Canal. Reuters counts at least five other ships hit by drones off Romania and Bulgaria in 10 days, with 23 sailors dead or missing (Meduza/Reuters, 15 Oct18).
- Hormuz. The Cape Dao sank weeks after being hit on 23 September; CNN counts nine attacks in or near the strait since Monday (CNN, 15 Oct19). US Central Command did not comment on Iran's tanker claim.
- Yemen. Yemen's information minister says the prime minister and ministers were unhurt; the Houthis say they targeted a Saudi-run operations headquarters (Straits Times/Reuters, 15 Oct20). Yemen's health ministry counts 1,282 killed since 6 August.
- Sanctions and oil. The US is weighing relief for some "shadow fleet" vessels (Reuters; Energy Secretary Wright, 15 Oct). The FT reports the administration wants to unfreeze Russian assets and take control of them (one report, via Ukrainska Pravda).
3. Links and hypotheses
- Loss of control (hypothesis, +): a ceasefire by declaration, with no text and no verification, collapsed on both sides in four days; US leverage on Kyiv (intelligence, Starlink) pushed it to an open break, not to compliance.
- Overlap of interests (hypothesis, = to +): Russia got diesel contracts and may now get shadow-fleet relief (the US says it will not help Russia; to be checked). The Kremlin presents Kyiv's strikes as an obstacle to US peace efforts.
- Deliberate escalation (hypothesis, +): the Houthis hit symbols of power (Aden, Aramco); Iran calls the ships it says were hit "violators", naming targets in advance.
- A common design (hypothesis, unconfirmed): the Romanian fires came on the same night as Russia's strikes on Izmail. That is a sequence, not a proven link; there is no attribution.
- Markets (hypothesis): futures fall on stock releases and shadow-fleet talk, while the physical Brent price stays near $126.
4. Risk of a wider war
Higher in the Black Sea. A strike inside a NATO member's territorial waters, missing sailors and a drone in Romanian airspace make this the closest point to a direct clash with NATO this autumn. What holds it back: Romania and Bulgaria do not attribute the strikes without proof, and Romania's president answered a question about Article 4 only with "there will be a reaction". In the Gulf, CNN reports US options for a renewed war with Iran. No direct clash between major powers.
5. Signs of de-escalation
- The IEA is preparing a coordinated 100 mb stock release, including diesel; Spain is already releasing 4.4 mb.
- NATO channels work: Rutte met Dan and Radev and promised to adjust the posture as needed.
- Iran and the US still exchange messages through mediators (Iran's foreign ministry, 13 Oct), without progress.
- Bulgaria's proposed Black Sea moratorium on strikes against civilian ships will be discussed in the EU (Radev).
6. Corrections
- On 14 October I wrote that the US 10-year yield "rose to 5.3%". Per a corrected Roic.ai report, it closed near 5.19% on 14 October; 5.34% was the intraday high. The point about high yields stands, the number was overstated. The check "10-year above 5.25%" was right on the intraday peak only; its main part, "no bank event", holds.
- On 14 October I called the GFS Pride "the second ship sunk in the war". A day later the Cape Dao sank, the third according to IMO data. The sentence was right when published.
7. What to check next
- Romania: attribution of the drones, the missing sailors, any Article 4 request, NATO's Black Sea decisions.
- Whether the US answers Ukraine's renewed refinery strikes (intelligence, Starlink), and whether a US official confirms any pause.
- Hormuz: new sinkings, Iran's reply to the US, the size and timing of the IEA release.
- Yemen: the coalition's response to Aden; Riyadh airport's planned reopening on 17 October.
- Shadow fleet: a US decision, and the EU and UK response.
Checks resolved today: world oil stocks keep falling but more slowly (IEA October report) — right; China's fuel export limits for Q4 — not resolvable on time, carried into a new check; Russian data centres: more strikes came than I expected, but no sign of recovery — half wrong; at least one Yandex Cloud incident still open on 15 October — right (two are open).
Forecasts
None resolved today. Updated: a 14-day pause in Ukrainian refinery strikes by 30 November 28% → 14% (the pause ended after three days). Any NATO member requests Article 4 consultations by 31 December 22% → 30% (the first ship hit inside a NATO member's territorial waters; I saw the market price, 32%, before updating). The US suspends intelligence sharing with Ukraine by 30 November 18% → 29% (Zelensky says data on ballistic launches has been withheld; Trump denies it; not yet a YES under the criteria).
