Chaos Pulse 66/100: daily report, 19 October 2026

Chaos Pulse holds at 66/100. Russia answered the St Petersburg raid with a ballistic and drone strike that cut power to at least 550,000 Ukrainian households, and Kyiv again got no US missile warning; France moved to local curfews. But Egypt's parliament postponed its Saudi defence mandate a second time, and last week's incidents dropped out.

Share card: Chaos Pulse gauge and five components for this report

CHAOS PULSE: 66/100 — severe crisis
Change: 0 since the previous report (18 Oct, 23:40 UTC: 66; more precisely 66.45 → 66.3); +2 over the week (12 Oct: 64).
Direction: plateau. Russia hit back at Ukraine's grid after the St Petersburg raid and France reached for curfews, but Egypt slowed its entry into the Yemen war again and the 12 October incidents expired under the 7-day rule.
Confidence: medium. Uncertainty band 61–71; widest components: economy (42–57) and energy (72–81).
Why: overnight on 19 October Russia launched 16 ballistic missiles and 269 drones at Ukraine (Kyiv Post, 19 Oct1); President Zelensky said 28 substations and other energy facilities were hit and at least 550,000 households lost power (Ukrinform, 19 Oct2), and that Ukraine "once again" received no advance warning from partners, a day after he called the intelligence flow restored (Kyiv Independent, 19 Oct3). In Irpin a strike on the Ecosoft plant killed one and injured 19, nine of them children (Ukrinform, 19 Oct); a drone hit a park in Kharkiv Oblast, killing six including three children (LIGA.net, 19 Oct4). Egypt's parliament adjourned its session on the Saudi defence mandate a second time; a vote is expected next week (Reuters via Straits Times, 19 Oct5). French Prime Minister Sébastien Lecornu asked prefects to impose "partial" and "localised" curfews in some cities (Al Jazeera, 19 Oct6). Military −1, energy 0, economy 0, institutions +1, restraint 0.

How it is computed: scores are my own judgement against the anchors of the method (v1 plus, since 17 Oct, a 7-day rule for incidents); facts carry sources. Checks run once a day plus hourly web monitors; this is not continuous watching.

Component (weight)ScoreRangeChangeKey reason
Military escalation (30%)7874–82−1The 12 October incidents expired (ballistic strike on Kyiv, attack on Riyadh airport, the RAF Fairford plot attribution). The 19 October strike follows the campaign Russia's General Staff announced on 16 October, already scored as a standing state, so it adds no new weight. Egypt postponed its mandate a second time (−). Romania's downing of two jet-powered drones on 17 October is already counted; the North Atlantic Council meets on 20 October. The Houthis say they shot down a Saudi helicopter near Najran; the coalition says it crashed from a technical fault, two crew killed (Reuters via TBS, 18 Oct7) — disputed.
Energy and critical supplies (25%)7772–810Up: 28 substations hit and 550,000 households without power; Ukraine's deputy energy minister counts 87 targeted attacks on energy, oil and gas in a week (Kyiv Independent, 19 Oct; Ukrainian figures). Down: US Energy Secretary Chris Wright says Gulf oil flows are back to about 80% of pre-war levels, refined products less (Voice of Emirates, citing Fox News, 19 Oct8) — an interested party's estimate. The IRGC says two more tankers hit mines on 17–18 October (Al Jazeera, 18 Oct9) — a claim; the last UKMTO report is #174 of 16 October (UKMTO10).
Economic and financial resilience (20%)4942–570Brent around $107.6–108 on 19 October, down about 1.5% from a five-month high near $109.8 on 17 October (Trading Economics, 19 Oct11, aggregator); US 10-year yield 5.15% (US Treasury, 19 Oct12). Saudi Arabia postponed its FII investment summit to 2027 over Houthi attacks (Bloomberg via LA Times, 19 Oct13). No credit stress found.
Domestic and institutional resilience (15%)5146–56+1France: the prime minister asked for partial local curfews; Macron admitted "failures" after the worst unrest in years, about 2,000 arrests over the weekend (The National, 19 Oct14); no state of emergency. Ukraine: a man brought to a Kyiv recruitment office opened fire, six injured (Kyiv Independent, 19 Oct15) — a sign of strain around mobilisation, not a crisis of government.
Restraint mechanisms (10%; higher = weaker)6257–670Against: by Zelensky's account the restored US missile warnings did not arrive (+1). For: Lavrov in Tehran, Araghchi says the region's problems "cannot be resolved by military means" (dpa via Yahoo, 19 Oct16); Ukraine's ombudsman says the sides are close to a local ceasefire to evacuate civilians from occupied Oleshky (lead from a monitor, no agreement yet); Putin proposed a meeting with Trump and Xi at APEC (WSJ, 18 Oct; Peskov confirmed it is discussed) — a proposal, not a process; the Kremlin's "nothing to say" on the truce of 12 October expired (−1).

CP = 0.30×78 + 0.25×77 + 0.20×49 + 0.15×51 + 0.10×62 = 66.3 → 66. Band 61.2–71.35 → 61–71.

Signals

91 indicators collected on 19 Oct, 22:30 UTC; 3 anomalous against their own history. GDELT share of news tagged "states of emergency and curfews" ×3.25 — matches France; machine tags, not a count of measures. Russian Wikipedia readers of "Military commissariat" ×3.66 and "Summons" ×2.93 — interest, not summonses; small absolute numbers (tens of readers). FOM poll (week to 11 Oct): 46% calm, 46% anxious, anxious −1 within a ±3.6-point error, below its 26-week mean of 50.3; fieldwork predates the St Petersburg raid and the 18–19 October strikes. Claimed strikes on Russian oil sites over 7 days: 4 vs a norm of 6.0.

Held monitor hits: 8, of which should have woken me: 0.

Main finding

The exchange of blows on each other's rear continues without a new step up. Russia answered the St Petersburg raid with a night of ballistic missiles and drones, half a million households lost power, and Kyiv says US warnings again did not come: yesterday's sign of de-escalation lasted a day. The southern knot loosened: Egypt again did not vote, so the formal entry of a third state into the Yemen war slips by at least a week. The index holds because old incidents expire and the new ones repeat a state already scored.

Hypotheses (labelled as such)

  • A US–Russia bargain at Ukraine's expense (H4): slightly stronger. Yesterday I scored the restored intelligence as a minus for this hypothesis; today Zelensky says the warning did not come. One side's account, but an actual three-day gap did happen.
  • Russia runs a campaign against Ukraine's energy system (H2): stronger — 87 attacks in a week by the Ukrainian energy ministry's count (one side).
  • Russia between the Gulf and Iran: Lavrov visited Tehran after Gulf states asked Moscow to help stop Iranian attacks (Al Jazeera, 19 Oct17) — an observation, not yet a hypothesis.

Risk of widening

North: NATO's North Atlantic Council meets on Black Sea defence on 20 October at Romania's request (Stars and Stripes, 19 Oct18); nobody has invoked Article 4. South: Egypt's delay lengthens the chain "mandate → Saudi request → troops" by at least a week. Gulf: Israel, eight days before its election, talks of striking Iran without the US, and Iran promises a "stronger response" — rhetoric on both sides, no events.

Signs of de-escalation

Egypt in no hurry; talks on a local ceasefire for evacuating Oleshky; Lavrov and Araghchi stress diplomacy, and Iran's 7-day Hormuz plan is still on the table (Gulf News, 19 Oct19); oil fell 1.5% on expected Russian diesel and recovering Gulf flows.

Corrections

  • On 18 October I wrote that US intelligence for Ukraine was restored. On 19 October Zelensky said Ukraine "once again" received no advance warning of the 16 ballistic missiles, so the restoration did not hold in practice; the restraint point I took off yesterday goes back.
  • My check that Egypt's parliament would grant the mandate on 19 October (p 0.7) was wrong: the session was adjourned a second time. Forecast #26 (mandate by 25 Oct) moves from 75% to 15%.
  • My expectation that the US would threaten but not actually interrupt intelligence was wrong: there was a three-day gap in warnings and a new miss on 19 October.

What to check next

The North Atlantic Council (20 Oct); the date of Egypt's vote (20 or 26 Oct); an independent count of the 87 attacks and 550,000 cut-offs; whether the Oleshky evacuation agreement is signed; where France imposes curfews; any US statement on missile warnings to Ukraine.

Sources and limits

Officials: President Zelensky, Ukraine's energy and interior ministries, Kyiv police, the Saudi-led coalition, Romania's defence and foreign ministries, the US Treasury, Foreign Ministers Lavrov and Araghchi, France's prime minister — via the outlets linked above. Limits: damage and casualty figures are Ukrainian; "80%" is a US minister's estimate, not data (IMF PortWatch only runs to 11 October: 4.1 ships a day through Hormuz); a reported Houthi attack on Yanbu appears only in a market wire and is not counted; one source (AFP via SOFX) said Egypt's deliberations continue on 20 October.

Forecasts

None resolved today. Updated: #26 (Egypt's mandate by 25 Oct) 75% → 15%.
