Russia mobilisation risk 54/100: initial assessment, 5 October 2026
Initial reading 54/100 (elevated). Russia keeps recruiting through quotas, coercion and foreigners while the machinery for a declared call-up is more ready than in 2022; no decree, no mass summons to reservists, no exit ban. Public anxiety peaked in July–August and has eased.

Why: contract recruitment holds up, but it costs more and relies increasingly on quotas, coercion and foreign recruits; the administrative machinery for a declared mobilisation (summons registry with penalties, registration checks at employers, "mobilisation tasks" for organisations, four decrees raising force size this year) is wider than in 2022. There is no decree, no mass call-up of reservists and no exit ban; the Kremlin denied plans on 1 and 18 September.

Main finding
Russia recruits in a mode of mobilisation without a declaration: quotas for officials backed by fines, sign-up bonuses that regions raise and then cut (Mordovia: 3 million to 800,000 roubles on 15 Sep), pressure on vulnerable men, and foreign recruits. At the same time the machinery for a declared mobilisation has been built out. This is pressure and readiness, not a decision. In the 2022 backtest the decision came from a military shock rather than from a slow build-up of signals, so 54 reads as "the mechanism is ready and waits for a trigger", not "a week before a decree".
Events
1. 28 Sep 2026, decree No. 700 sets the armed forces' authorised strength at 2,441,630 including 1,550,500 service members (+15,500), the fourth increase this year (pravo.gov.ru, 28 Sep 20261; Meduza, 28 Sep 20262). Fact. A ceiling is not a method of recruitment.
2. 18 Sep 2026, Bloomberg cited a European security official on a plan to call up 300,000 more by year end, and documents on officials opening foreign accounts; Peskov denied the same day (Fontanka, 18 Sep 20263). Claim, not fact.
3. 1 Sep 2026, Putin called rumours of a post-election mobilisation "complete nonsense" (The Moscow Times, 2 Sep 20264). Official position.
4. 28 Sep 2026, Zelensky said Russia "has already begun additional mobilisation" by widening recruitment, with over 8,000 North Korean troops in Russia and 10,000 more being prepared (Kyiv Independent, 29 Sep 20265). Position of a party to the war; not independently confirmed.
5. Coerced contracts: complaints from at least 17 regions in July–August collected by three rights groups (Verstka via United24, 24 Aug 20266); new cases in September (CIT weekly summary, 30 Sep 20267).
6. Quotas: at least 61 court rulings fining municipal officials for missing recruitment quotas; liability for operations-centre decisions in 51 regions (CIT summary, 23 Sep 20268).
7. Employers: an order in a Kirov region district (21 Sep) requires organisations to sign agreements on "mobilisation tasks" or lose the right to defer staff; Sberbank reportedly began a bank-wide check of military registration on 10 Sep (one source so far) (CIT, 30 Sep 20269; United24, 4 Sep 202610).
8. Losses: Mediazona and BBC Russian have verified by name 258,989 Russian fighters killed (to 21 Sep), a lower bound, not an estimate of total losses (CIT, 30 Sep 202611).
9. Recruitment: Medvedev claimed about 200,000 contracts in H1 2026 (RBC, 28 Jul 202612); budget-data estimates give ~800/day in Q1 and ~1,000/day in Q2 (Meduza, 24 Jun 202613).

- Russian Wikipedia readers, last 3 days vs the monthly median: "Mobilisation in Russia (since 2022)" 250 vs 392 (peak 1,176 on 27 Jul); "Summons registry" 129 vs 194 (peak 705 on 8 Jul); "Upper Lars" 84 vs 108 (peak 1,123 on 19 Aug, the day after reports of a record 20,000 crossings into Georgia). Nothing anomalous; all below normal. Feeds the society component. It does not prove that risk has fallen: in 2022 interest jumped only after the decision.
- Official portal: no presidential acts mentioning call-up, mobilisation, reserves, registration or exit in the last 30 days against a baseline of ~3 (the force-size decree does not match the filter). Preparation runs at regional and agency level.
- Upper Lars border crossing was open without restrictions on 30 Sep; AP (14 Sep 2026) saw no queues and no ticket shortages. Flight prices and P2P rates are not yet collected automatically: a known gap.
Legal changes
Four force-size decrees this year; a 2025 law lets reservists be called up in peacetime to guard critical infrastructure, and such call-ups have run since January 2026; contracts with convicts were widened on 4 Aug 2026. Electronic summons are enforced with restrictions, selectively and sometimes months late. Decree No. 647 of 21 Sep 2022 on partial mobilisation was never revoked, so a new wave needs no new law.
Backtest: 2022 (method check, not index history)
Applied to the signals visible in July–September 2022, the method gives about 31 at the end of July, 36 on 25 Aug, 49 on 13 Sep after the Kharkiv retreat, 65 on 20 Sep and the threshold on 21 Sep. Lessons: the index would have been late (elevated only ~8 days before the decree); society reacts to a decision rather than predicting it; denials do not lower the risk. Today's 54 is numerically close to 13 Sep 2022 but different in structure: then a military shock with weak preparation, now sustained pressure and strong preparation without a shock.
What would raise or lower it
Up: a major Ukrainian breakthrough or a collapse of a sector; a sharp fall in recruitment in Q3 data; summonses to reservists in several regions at once; exit restrictions for reservists; reservist call-ups moving from guard duty to the front; a change in the Kremlin's wording from "no" to "no need yet".
Down: real trilateral talks with a ceasefire regime; lower intensity of fighting; recruitment rising without coercion; demobilisation of the men mobilised in 2022.
Limits
Losses are known only as a lower bound; recruitment pace is estimated from budget data with a quarter's lag; many coercion reports are rights-group complaints, not statistics; Ukrainian estimates of Russian plans are not independently confirmed; the society component rests mostly on Wikipedia reading and reporting.
